Non-communicable diseases (NCDs) increasingly threaten productive age populations in university environments due to pervasive sedentary lifestyles. This study aimed to identify health risk factors among university personnel and design a web based integrated information system interface for the Posbindu PTM at Universitas Negeri Malang. Employing a Research and Development (R&D) approach combined with a cross sectional study for the need assessment stage, health screening data were gathered through convenience sampling from 72 respondents, comprising lecturers, students, and administrative staff. The baseline evaluation revealed a critical presence of NCD risk factors, 62,5% of participants had low fruit and vegetable intake, and 56,9% suffered from physical inactivity. Clinical results showed that 31,9% were pre-hypertensive, 13,9% had clinical hypertension, 9,7% exhibited hyperglycemia, and 34,8% possessed high to very high visceral fat. These empirical findings justified the urgent demand for digital surveillance, leading to the development of a website user interface designed up to the revision phase based on Sugiyono's R&D framework. Evaluation using a modified Website Usability Evaluation Tool (WEBUSE) questionnaire confirmed that the media and content parameters were highly valid and reliable (r > 0,497; ? > 0,600). Expert validation yielded excellent suitability scores of 90% for media design and 92% for material content. In conclusion, the developed web interface is highly feasible and strategic for strengthening early health monitoring, shifting NCD surveillance from slow manual records to swift, evidence-based digital tracking.
